The DCMS consultation on proposals to move the Registrar of Public Lending Right to another public body such as the British Library, have met dismay from authors and their representatives.  The current PLR office is efficient and effective with a small but dedicated team of officials.  Government has provided no hard evidence that it will make any savings from the proposed move and, particularly in the short term, it is the BCCs view that such a move will incur higher costs.  It is also the BCCs view that transferring the PLR administration to the British Library could give rise to a conflict of interest.
